According to investigators, the driver of the van, a man from Aptos, was traveling south on the highway and was unable to avoid hitting Delgado. The CHP stated that the driver remained at the scene following the collision and cooperated fully with law enforcement.

Investigators do not believe that drugs or alcohol played a role in the crash, either on the part of the pedestrian or the driver. The incident is being investigated as a tragic accident, with no signs of criminal behavior or negligence at this time.
