The juvenile, whose name has not been released due to their age, faces several charges, including felony hit-and-run, misdemeanor death by motor vehicle, violating provisional license rules after 9 p.m., and using a mobile device while driving. The juvenile was released into their parents’ custody following the arrest.
The investigation into the incident led to the arrest of two additional individuals, Elaine Hughes, 56, and Scott Hughes, 58, who were charged with felony accessory after the fact. Both were placed in the Rowan County Detention Center, with bail set at $10,000 for Elaine and $15,000 for Scott.
The victim in the crash was 20-year-old Shaelyn Bell, who was killed in the hit-and-run. The incident occurred just after midnight on Sunday, September 15, on Rocky River Road, between Milroy Lane and Royalton Road. Police responded to the scene and found Bell, who had been struck by a vehicle that fled the scene. Bell was pronounced dead at the scene due to the severity of her injuries.
The ongoing investigation has now led to multiple arrests, and authorities are continuing to pursue the case.
