The fatal incident occurred near mile marker 74. Authorities reported that Wise had been pulled over for a traffic stop before he unexpectedly exited his vehicle and ran across the highway median. As he entered the eastbound lanes, he was struck by an oncoming vehicle, resulting in his death.
